With everything that uses water turned off, check the water meter. Is it still registering? If it is you may have a water leak. Take a picture of the meter’s reading. Then check back in about 30 minutes, just make sure no water is used in this time frame. Check the meter, compare it with the picture you took. It should be the same, if not, you probably have a plumbing leak. 

What Next?
